Combatting Human Trafficking and Supporting Survivors
WJCNY investigates and disrupts human trafficking schemes while providing victim-centered training for service providers and law enforcement. Our human trafficking team partner with law enforcement and our legal team to hold perpetrators accountable, while supporting survivors with services that promote safety, dignity, and self-determination.

Human Trafficking Task Forces
The Capital Region Human Trafficking Task Force was founded by WJCNY in 2013 through a contract with the U.S. Committee for Refugees and Immigrants (USCRI). WJCNY served as temporary chair until the U.S. Attorney’s Office assumed the lead role. The task force is currently led by Melanie Puorto Corte, Director of Safe Harbor in Schenectady and Saratoga Counties.
The North Country Human Trafficking Task Force was founded in 2013 by WJCNY. Today, we co-coordinate this task force alongside our Canadian partner based out of Montreal, Disarm the Dark.
The Southern Tier Human Trafficking Task Force was founded in 2013 by the American Civic Association (ACA) in Binghamton, NY. WJCNY was initially brought in by ACA as a consultant to help create the task force. Today, WJCNY is a core group participant, serves on the Steering Committee, and co-chairs the Labor Trafficking Committee with the New York State Department of Labor.
The Western NY Human Trafficking Task Force was first formed as an unfunded task force by WJCNY, known as Farmworker Legal Services of NY at that time, and the International Institute in Buffalo in 2005. This project piloted bringing representatives together from Federal Law Enforcement, Western NY Sheriffs from multiple counties, and various service providers. In 2006, this task force became funded under a grant from the Department of Justice. Today, WJCNY continues to be part of this task force’s core group participant and leads the Labor Trafficking Subcommittee.
